Set up payouts with Stripe

Stripe test mode. No real payouts. An owner with authenticator sign-in connects each venue or promoter to Stripe; test payments open only once Stripe reports charges on.

Sales tax is each venue’s own. Set up Stripe Tax on the venue’s Stripe account and give each venue its tax address; ticket sales stay closed until both are done.
